Humanity stands at a critical civilizational crossroads.
Despite unprecedented economic growth and technological advancement, global inequality, ecological degradation, and social fragmentation continue to intensify. These challenges are not accidental; they are the structural outcomes of economic systems that prioritize capital efficiency over human life.
A development model that improves aggregate wealth while leaving half of humanity behind cannot be considered sustainable, inclusive, or legitimate.
This manifesto affirms a necessary transition in global governance:
Economic systems must be reoriented from maximizing capital returns to maximizing life value.
Life Value refers to the capacity of societies to safeguard human survival, dignity, health, opportunity, and intergenerational continuity. Economic growth that undermines these foundations erodes the very basis of civilization.
Civilizational transition requires:

Integrating life, health, social, and environmental costs into economic decision-making

Strengthening planned and integrated social protection systems

Reducing structural inequality through prevention, not post-crisis compensation

Aligning technological innovation with human-centered values
This transition is not ideological. It is pragmatic and necessary.
The choices made today will determine whether future generations inherit a livable planet and a just society.
Economic governance must once again serve its fundamental purpose:
to protect life, ensure human survival, and sustain civilization.

人類正站在一個關鍵的文明轉捩點。
儘管全球經濟與科技高度成長，貧富差距擴大、生態惡化與社會撕裂仍持續加劇。這些問題並非偶發，而是長期以來以資本效率優先、忽略生命價值之經濟治理模式所造成的結構性結果。
任何在成長過程中，無法改善至少半數人口生命條件的發展模式，都無法被視為永續、包容或具正當性。
本宣言主張，全球治理必須完成一項根本轉型：
經濟體系必須從「資本報酬極大化」，轉向「生命價值極大化」。
所謂生命價值，係指保障人類生存、尊嚴、健康、機會與世代延續的整體能力。若經濟成長侵蝕這些基礎，即等同削弱文明本身。
文明轉型的核心行動包括：
