Space Peace Charter
Charter on the Demilitarization of Outer Space
Preamble
Recognizing that humanity has entered an era in which space activities, artificial intelligence, and advanced technologies are integral to civilization,
Recognizing that outer space has become an essential life-support domain for Earth, critical to environmental stability, communications, disaster prevention, and scientific progress,
Concerned that the militarization of outer space introduces irreversible risks to global security, intergenerational survival, and the continuity of human civilization,
Affirming that peace in outer space is inseparable from peace on Earth,
We hereby proclaim this Space Peace Charter to establish a universal civilizational norm:
Outer space shall remain a permanently peaceful, non-militarized domain for all humanity.
Article I — Civilizational Status of Outer Space
Outer space constitutes a shared domain of human civilization.
It shall not be claimed, controlled, or treated as an extension of national sovereignty, military power, or geopolitical rivalry.
Outer space belongs to present and future generations of humanity as a common heritage.
Article II — Principle of Full Demilitarization
All States, alliances, organizations, and entities shall refrain from:
