探索和利用外太空應為所有國家和人類謀福利，而無論其經濟或科學發展的程度如何；各國應在平等的基礎上，根據國際法自由地探索和利用外太空，自由進入天體的一切區域；不得宣稱或提出主權要求，使用、占領或以其他任何方式把外太空或天體據為己有；不可在繞地球軌道及天體外放置或部署核武器或任何其他大規模毀滅性武器；月球及其他天體只可用作和平用途；航天員應當作人類的大使，發生意外事故、遇險或緊急降落時，應給予一切可能的援助；各國應對其航天活動承擔國際責任，包括政府部門或非政府機構進行的；各國射入外空的空間物體登記國對其在太空的物體及其破壞負責；各國航天活動應避免外太空及其他天體遭受有害的污染。

聯合國和平利用外太空委員會（United Nations Committee on the Peaceful Uses of Outer Space，COPUOS）是聯合國大會設立的特別委員會。該委員會成立於1959年，法律依據為聯合國大會1472號決議[3]。
聯合國和平利用外太空委員會的使命是「考察在外太空和平利用方面的國際合作，設計在聯合國的框架下的有關該領域的項目，鼓勵關於外太空的持續的科學研究以及信息共享，研究在外太空探索方面存在的法律問題。」
該委員會設有兩個子委員會，包括科學技術子委員會 （頁面存檔備份，存於網際網路檔案館）和法律子委員會。
聯合國和平利用外太空委員會監督以下條約的執行：
《關於各國探索和利用外太空包括月球與其他天體活動所應遵守原則的條約》（1967）（簡稱外太空條約）(The Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies)
《營救宇宙航行員、送回宇宙航行員和歸還發射到外太空的物體的協定》（1968）（簡稱《營救協定》）（The Agreement on the Rescue of Astronauts, the Return of Astronauts and the Return of Objects Launched into Outer Space）
《空間物體所造成損害的國際責任公約》（1972）（簡稱《責任公約》）（The Convention on International Liability for Damage Caused by Space Objects）
《關於登記射入外太空物體的公約》（1975）（簡稱《登記公約》）（The Convention on Registration of Objects Launched into Outer Space）
